I tried playing around with the high pressure target, and put a meter on the valve, but so far have not found much. When it falls under target it goes to 50% PWM. that may just be as much as it can...

It's possible the DME is reducing PWM to the in tank pump as it sees the low pressure over target. But, since low pressure held a fairly steady 100psi, doesn't seem to be any issue there.
